Fixes for #2553 and #2248, including test. A pointerleave event is still raised if you do not manually release the pointer capture, even if the pointer is still in fact over the element, as a lostpointerevent is still handled by calling cancelPointer if there is still a capture registered - but at least with this small change the desired behavior can be acheived.
