• Added skiprows parameter - Callable List or Int - skips first X lines or all lines in a preset list
• Tests added and passed Added Enhancement Feature for read_json functionality
• All code checks passed.
• Added type annotations to new arguments/methods/functions.
• Added an entry in the latest doc/source/whatsnew/vX.X.X.rst file if fixing a bug or adding a new feature.

Per my comment in #58414 (comment), we would need more support in the enhancement issue before proceeding here
