LOG-2826: optimize fluent conf for throughput

This PR:

• Optimizes the fluent conf to address performance issues
• Depends on LOG-2770: Optimize viaq data plugin ViaQ/logging-fluentd#37
• Depends on a fluent image with Performance and deprecation refactorings fabric8io/fluent-plugin-kubernetes_metadata_filter#347
