Replacing use-vap annotation by EnforceVAP field on templates.

Expected behavior:

EnforceVAP is not set, follow the generateVAPDefault behavior
EnforceVAP is set to true, use VAP for enforcement
EnforceVAP is set to false, do not use VAP for enforcement
