### Description
* Update release process documentation
* Add more detailed steps in some sections
* Add steps to create local test pypi instance so changes can be tested
locally before pushing to TestPyPI or PyPI


### Motivation and Context
* Update the documentation based on steps I used for the 1.16.0 release.
