Add "verbosity" to toml. Only emit print statements during link (aka install function in the code) when verbosity is true.

It can indeed be easy to miss errors when there is a lot of output. This introduces "verbosity" in the toml and "--verbose" at the command line.
Could easily be extended to the other commands. Started with link.
