Looks like the engines declaration for tap is wrong and we can't use tap18 any time soon (at least until we're above v18.6.0, v16.17.0)

The TLDR on tap 18 adoption for the cli is that we'll have to bump engines to match npm@10 wherever we want to use it.

Not sure what we are going to do in repos where we have to support older versions of node.
