This is a Sublime Text (2) plugin to "fix" the Copy operation. The default behavior of Copy in Sublime Text is to copy the contents of the current line if no text has been selected. This plugin makes ST act like every other application in existence, by not altering the copy buffer if no text is selected. The original behavior is assigned to the fallback hotkey, Crtl+Insert.
