Closed, reason: this is expected behavior for UIOutliner, for example, clicks the default camera (the first option) in SCENE outliner, then pressing arrowup, the selection should not go beyond.. |

The issue: Currently clicking the first history entry in SETTINGS' history outliner is no-op
With this PR, clicking on the first history entry can now undo/redo just like other entries:
first.history.entry.undoable.mp4
