  • Apply the black formatter to bleach tests and unvendored code
  • Add a format-check target to scripts/run-tests.sh
  • Add tox and CI jobs that fail if new code isn't formatting

Note: that we don't add black to requirements-dev.txt, because it's Py3 only (refs: #520)
