There are multiple reports of docutils 0.18 being incompatible with the latest release of sphinx (though not with that particular error): sphinx-doc/sphinx#9777 |

FWIW the issue in sphinx is now scheduled to land in 4.4.0, due December 25th. So we should probably prevent dependabot from updating docutils to 0.18 and above in the meantime. |
