  1. Removes vendoring and updates to Go 1.18 

    This updates to Go 1.18 and removes the vendor directory.

Per Go's release policy, Go 1.14 has been unsupported for a while.

As a part of moving to 1.18, this also removes vendoring as recently
merged in api and pkg.
