Implemented the recommended changes for packer sdk 0.5.1 as described in hashicorp/packer-plugin-sdk#187 (comment).
To avoid compile issues, I also downgraded hcl to v2.16.2 which is the same as packer sdk is using https://github.com/hashicorp/packer-plugin-sdk/blob/main/go.mod#L41
