Description: Added validation of downloaded nuget package versions.
Context: If nuget (powershell gallery) doesn't find the target version, it redirects to the latest version available.
It confuses sometime in the development process, e.g. when you updated the PowerShell Task SDK as it's publicly available with some delay.
