This is for future discussion of #25613; I have moved the options listed in #25613 (comment) up to being allowed in build mode. (Making the PR was easy, so I figured I'd make it for point of discussion.)
Needs tests, but the baselines show the unfortunate result of moving these;
tsc --initconfig sections get printed in a weird order because it seems that the ordering of the sections depends on the ordering in the list, rather than being predefined.
