Problem

#908 bumped the pandas requirement to a version that is not installable on python 3.8, which causes our automatic dependency workflow to fail. Per the forthcoming MP Foundation policy on python versioning, this version should be dropped since it's past end of life.

Proposed Solution

Drop python 3.8 support
