autoprefixer v10 requires PostCSS 8, but the other PostCSS ecosystems in around are not yet compatible.

Upgraded dependent packages to the latest version via
yarn upgrade --latest.Notable changes
rollup-plugin-postcssare not yet compatible with PostCSS 8 (chore: update postcss version to 8 egoist/rollup-plugin-postcss#325). We have to keep v9 for now due to the broken build.
