SQLite database_exists does not check for format of file

When using database_exists on a SQLite://somefile, if somefile exists, it returns True even if the file is not a SQLite file.
It could check at the start of the file for the string "SQLite format 3" (see 1.2 on http://www.sqlite.org/fileformat.html)
