Changes
Upgrades controller-runtime to support the latest K8s API.
As the consequence of kubernetes/kubernetes#106666 (see also kubernetes-sigs/controller-tools#643), we are required to upgrade to Go v1.17 too, so lets do that, we're using it locally anyway.
