Disable APIServerTracing for inplace resize e2e and add missing flags from pull alpha features job

This PR disables APIServerTracing feature which may potentially be causing the apiserver healthz registration failures possibly due to kubernetes/kubernetes#113791

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
