What this PR does / why we need it:

Updates required minimum golang version for build scripts to 1.19

NONE

/hold for post-submit CI on #113983 (and maybe the next 1.23 patch release, will discuss)

I was trying to decide when we wanted to land this... maybe wait until after the January patch release just to be safe?

in order to support running unit/integration tests on the original go version for 1.23 (xref kubernetes/test-infra#28626), I think we should perhaps leave this at 1.17
