Updates to cobra 1.4.0, picks up features highlighted in #107628, and drops the viper dependency 🎉

and github.com/russross/blackfriday/v2 => github.com/russross/blackfriday/v2 v2.1.0, which was a pre-existing dep

The Kubernetes project has merge-blocking tests that are currently too flaky to consistently pass.
