What type of PR is this?

/kind bug
/sig node

What this PR does / why we need it:

Because of the implementation logic of time.Format in golang, the displayed time zone is not consistent

https://github.com/golang/go/blob/3075ffc93e962792ddf43b2a528ef19b1577ffb7/src/time/format.go#L576

This may cause inconsistencies in the time zones of the data stored on different nodes

Which issue(s) this PR fixes:

Special notes for your reviewer:

Does this PR introduce a user-facing change?

Because of the implementation logic of time.Format in golang, the displayed time zone is not consistent

Hi @cndoit18. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.
