[cinder-csi-plugin] Allow StorageClass parameters to be set in Helm chart #1980

Is this a BUG REPORT or FEATURE REQUEST?:

It would be good to be able to set parameters for the storage classes created by the CSI Cinder Helm chart. In particular, I would like to be able to set the availability zone and volume type.
