Create AL Project from Template

This is currently released as a "public preview" feature, and the functionality or naming can be changed.
NAB: Create AL Project from Template (preview) uses a template settings file (named al.template.json) to create an AL Project from a Template Project. The user is prompted to supply input values that is used when converting the template files to the AL Project.
The al.template.json supports a few features:
- Perform "Search & Replace" within files
- Rename files
- Create xlf files
