  1. Only create ThreadGroups if FailOnTimeout.lookForStuckThread is true. 

    This reduces the differences (where possible) when tests are run with a timeout.
Creating a ThreadGroup can cause noticeable differences, for example in code
that uses java.beans.ThreadGroupContext.
