Update Gradle to 7.6 and use v3 GitHub Actions #887

I updated the gradle wrapper to use the latest version so CI can be done against JDK 19
Also noticed that the Github Actions were old versions so updated to the v3 ones
During local build noticed exceptions due to tests being run with java.util.logging.manager set to use log4j but the log4j jars were not available to the test classpath so have fixed that as well
