  1. Make unique only global settings (arrays) 

    For example, when MBString extension is used, its value is not an array, but an object with keys and values:

```json
{
    "MBString": {
        "settings": {
            "mb_substr": false,
            "mb_strlen": false
        }
    }
}
```

we shouldn't call `array_unique` for such objects
