This PR setups the Nav Items and Header with the toggle refresh component. This view is used on all the new designs for the different views.

I walked through the structure of this with Noelle. The main idea here is to setup the view for use elsewhere. There will be changes, for example the links right now are hard coded, but just getting this structure setup should allow us to both start working on the different views.
