The logic of this class is pretty simple: it is configured with a map of names to child service configs, and it delegates all pick actions to the corresponding child load balancers based on the
cluster
string passed in the pick arguments. Most of the code is transparent delegation and connectivity state bookkeeping.All of the logic is independent of xDS, but it is part of the xDS library for consistency with the relevant section of gRFC A31.
