This plugin was relying on `gravitee-parent` 19, which uses Vert.x 3.8.5, whereas APIM uses Vert.x 4.x since APIM 3.10. So I bump the dependencies to include all the latest features and fixes, and ensure compatibility with the latest version of APIM. BREAKING CHANGE: As this plugin is now relying on Vert.x 4.x, it can only be used with APIM 3.10+.
