feat: group dependabot updates by directory and disable major updates and only create auto PR via minor patch versions

I thought this might help reduce the amount of PRs that dependabot creates for this repository and might make it easier for your team to merge updates by dependabot

Changes

• disable major version updates for maven packages
• enable minor patch version updates for maven packages and group them together instead of creating a single PR per maven package update

• build(deps): bump the phonenumbers_test_minor_patch_updates group in /csharp/PhoneNumbers.Test with 2 updates twcclegg/libphonenumber-csharp#242
• build(deps): bump the phonenumbers_extensions_test_minor_patch_updates group in /csharp/PhoneNumbers.Extensions.Test with 2 updates twcclegg/libphonenumber-csharp#243
• build(deps): bump actions/setup-dotnet from 3 to 4 twcclegg/libphonenumber-csharp#227
