Update lists of the 17th of May

The dev-server is broken, so a lot of merged project are not in the to_sandbox list

Requires all of the new merged HK localization projects in the to_sandbox list. Let's please add manually if the tooling cannot do it for us due to communication with the internal pipeline issues.

The reported merging issues are related to several fixes made to knowledge captions this week.
I'll close this one here and create the lists from scratch.
