depguard: update to v1.1.1 to fix intermittent false positive flags

This version of the depguard linter fixes an issue where packages are sometimes incorrectly flagged: OpenPeeDeeP/depguard#23

From my testing, the issue is most easily reproducible when linting a large number of packages (in my case around 600).
