Support more formats in NewPublicKeys SSH helper

By switching to `ParsePrivateKey` and `ParsePrivateKeyWithPassphrase`
from `crypto/ssh`, which has support for RSA (PKCS#1), PKCS#8, DSA
(OpenSSL), and ECDSA private keys.
