This PR does the following:

Updates the dependency on eslint to ^8.35.0
Adds a new dependency on @eslint/js, to which the eslint configs have been relocated
Changes the ESLint integration to fetch the configs from their new location instead of the old one

All of this serves to fix issue #986


          @W-12608309@: Fixed import for relocated ESLint configs.
