[react-native-vision-camera] Add definition for v3

• We added a libdef for v2 of the library in [react-native-vision-camera] Add definition #4533
• It would be nice if [cli] Third party libraries can be configured into config.json #4535 worked, so that the react-native types could be referenced. As I understand, this is currently impossible because of limitations in the flow type-checker.

Apologies here, I need to find some weekend coding time to work on this problem. There was a suggestion from the flow team on discord, but I just haven't given it a go.

I'll get to it eventually for sure cause I get random coding bursts here and there... I just can't say when that'll be 🙏
