Preparing 15.6.3

This is just a running list. It is not comprehensive, but a few things have come through that I don't want to lose track of:

• Cherrypick Update value tracking on cousin radios #11028 to 15-dev (@jquense)
• fbjs License update (Request to release react 15.6.2 which based on MIT License #11233)

• Tag
• Release
• Release blog post
• Test the living heck out of it.

Huh, for the 15.6.2 release, I worked from 15.6-dev (#10430). I think we should cut a new 15.6-dev to work from. Once it's ready we can merge it into stable.

We dropped IE8 support two years ago. You can fork 15.x and try to get it to a state that works with IE8 (it may not need many changes) but we won't be supporting that officially.
