Thanks for the PR! Please read the contributing guidelines in the PR template and make sure you adhere to the contributing best practices. Such a PR title is unclear and isn't helpful in explaining what the PR is about. Also, we will need a test plan (just take a screenshot) to show that the fix works.

This PR is off on multiple levels:
- Issue [v2] use primary color for highlighted items in table of contents #1752 is regarding v2, this PR is regarding v1
- Issue [v2] use primary color for highlighted items in table of contents #1752 is regarding highlighting on scroll not hover
However this is still a good feature to add so I patched the PR and will merge this.
