core/vm: reverse bit order in bytes of code bitmap (#24120)

* core/vm: reverse bit order in bytes of code bitmap

This bit order is more natural for bit manipulation operations and we
can eliminate some small number of CPU instructions.

* core/vm: drop lookup table
