• build(deps): bump arduino/setup-protoc from 1.2.0 to 1.3.0 #15980 should be merged directly.
• build(deps): bump github.com/prometheus/procfs from 0.9.0 to 0.10.1 #15977 should be closed because of pure indirect. It's used by https://github.com/prometheus/client_golang/tree/v1.15.1 which is latest tag we can have.
• build(deps): bump github.com/mattn/go-isatty from 0.0.17 to 0.0.19 #15976 should be closed because of pure indirect. It's used by https://github.com/cheggaaa/pb/tree/v3.1.2 which is latest tag we can have.
• build(deps): bump github.com/pelletier/go-toml/v2 from 2.0.7 to 2.0.8 in /tools/mod #15975 should be closed because of pure indirect. It's used by https://github.com/mikefarah/yq/tree/v4.34.1 which is latest tag we can have. And they already bumps version in mikefarah/yq@845d4ae. It will be fixed by next bump.
• build(deps): bump github.com/mikefarah/yq/v4 from 4.33.3 to 4.34.1 in /tools/mod #15974 handled by this pr. should be closed.
• build(deps): bump go.opentelemetry.io/otel/exporters/otlp/internal/retry from 1.11.2 to 1.16.0 #15973 should be closed because of pure indirect. It's used by https://pkg.go.dev/go.opentelemetry.io/otel/exporters/otlp/otlptrace/otlptracegrpc@v1.11.2. We need to bump grpc version and genproto during bumping the otlptracegrpc version. It should be handled in the single pull request.
• build(deps): bump github.com/prometheus/common from 0.43.0 to 0.44.0 #15972 should be closed because of pure indirect. It's used by https://github.com/prometheus/client_golang/tree/v1.15.1 which is latest tag we can have.
• build(deps): bump go.uber.org/atomic from 1.7.0 to 1.11.0 #15971 should be closed because of pure indirect. It's used by https://pkg.go.dev/go.uber.org/zap@v1.24.0 which is latest tag we can have. This dep will be removed by next zap bump, details in Use sync/atomic, drop external atomics uber-go/zap#1253
