Sphinx downgrade and Travis removal #173

Exclude Sphinx version 3.0.0 and remove Travis image in favor of Ubuntu 18.04.

There is a bug that will be fixed in 3.0.1.
ubuntu-travis and ubuntu-18.04 are nearly identical. They are both
accessible to Travis-CI from DockerHub. Using image Ubuntu 18.04
in both GitLab-CI and Travis-CI reduces dockerfile duplication.

The Sphinx bug will be patched in 3.0.1: sphinx-doc/sphinx#7431
