1. Add RequireOneLineDocComment sniff …

   This reduces vertical space in code. Same as it's already done for `@var` annotations as
   
   ```php
   /**
    * @var mixed
    */
   ```
   
   ```php
   /** @var mixed */
   ```
   
   is now done for other annotations
   
   ```php
   /**
    * @param mixed $param
    */
   ```
   
   ```php
   /** @param mixed $param */
