Like `garbage-collect`, this sub command supports to run purge uploads in command line mode. Fixes: distribution#4074 Signed-off-by: bin liu <liubin0329@gmail.com>

garbage-collect, this sub command supports to run purge uploads in command line mode.This PR is not perfect yet, and it also lacks some testing and documentation. I just want to hear your opinions first, and then make it better.
