This PR updated the Dockerfile to fix vulnerabilities in docker base image and match go versions in build image.
I found out several vulnerabilities in docker image Alpine 3.14 and detailed results in below.
(I used trivy CLI for docker image scanning)
Support for Alpine 3.14 ended on May and there are several vulnerabilities.
So I bump Alpine from 3.14 to 3.19 to fix OS vulnerabilities.
Also modified the Dockerfile to match the go.mod file and the associated go version in build image.
