Add 3 new facilities for RX notifs

• Updates the RX shipping facilities via a provided spreadsheet file (linked in the ticket)

Testing done

• Tested locally. No functionality changes, just updating constant with new data.

• I fixed|updated|added unit tests and integration tests for each feature (if applicable).
• No sensitive information (i.e. PII/credentials/internal URLs/etc.) is captured in logging, hardcoded, or specs
• Linting warnings have been addressed
