  1. Remote unused capability test utility 

    The last usage of this argument was dropped in #2155

This argument surfaces some diagnostics with `avoid_dynamic_calls`, but
it can be dropped instead of fixed.

Await `nextSuccessfulBuild` directly instead of adding it to an always
empty list with `Future.wait`.
