Since the current alpha contains tomllib now, I guess the specifier can be omitted.
Nonetheless, this strictly seems to be a bug in pdm ( https://github.com/pdm-project/pdm/blob/871e29828a645d5a92141afe9774bb1312c1c6fe/pdm/models/versions.py#L31 ); e.g. pip does not have any issues with the specifier.
