Alternative implementation to #1483. With these changes cookiecutter supports the XDG config locations and typical locations on MacOS and Windows.
The other PR (as of writing) does not add documentation.
I can add tests, if you want, but using the appdirs package, makes that superfluous since that package has extensive tests.
