The Skopeo and Podman branches which use c/image 5.15 are now EOL; Buildah uses c/image 5.15 in Buildah 1.22, status of that TBD. |

Revert the sync to post-Skopeo-1.4 CI changes, and instead use the Skopeo 1.4 branch for testing the
release-5.15branch.
